Note: Shared hosting does not have PHP.ini access. You will need to upgrade to a VPS or dedicated plan.

FYI, cPanel does have settings for PHP which do alter the .ini file.

Premium hosting has more options to customize PHP settings than free hosting, but not everything about the PHP stack can be customized. So it’s not possible to give a decisive yes or no to your question.
