If it is some kind of harmful software that you want to test then better do it on your own environment instead of trying it on someone’s something which you cannot even find for free.

Just install VirtualBox on your PC and use that to run whatever operating system you want? It’s literally a VPS, just running on your own computer instead of someone else’s server.
But Amazon Web Services, Google Cloud and Oracle Cloud all have free tiers too.
