No. It can take anywhere from a few minutes to a few days. More information may be available in a few hours if the server is not back up by then.

If I upgrade my account to Paid will I have access to the files via ftp?

If you upgrade, you will have to ask premium support if they can migrate your files.

Since I don’t know what is wrong with the IP for why it is down, I can’t say if the premium support team will be able to do that or not.
