If the plugin is broken, you shouldn’t use it as it will break your website again.

That depends on why the plugin is broken. If it’s broken because the upload failed, then you can attempt a manual installation of the plugin over FTP. If the plugin code is actually broken broken, then of course you shouldn’t use it.
