cURL error 28: Connection timed out after 10001 milliseconds

I am trying to configure a twitter plugin on my wordpress site to display tweets on my site, however when doing so - and trying to authenticate with Twitter, an error message is returned " * cURL error 28: Connection timed out after 10001 milliseconds - OAuth Authentication Failed. Your server time is not in sync with the Twitter servers. Talk to your hosting service to see what can be done.*
I have tried different plugins from different authors/providers and the same message is returned.

If you use WordPress, probably you have done troubleshooting with the pre build health check Plugins by WordPress team? Do with that to get your error info
