I had a custom domain that I imported a wordpress site and was eventually suspended because of I/O usage.
If I make a very minimal non-wordpress site can I still reuse the custom domain I already own?

As long as the domain has been removed from the account, sure!
To test this, all you have to do is create a new account with the domain name, the system will let you know if all is good.
