Failed to load resource: net::ERR_PROXY_CONNECTION_FAILED

What I’m seeing is:

In the actual plugin install im just seeing the never ending loading loop, however when checking console it says Failed to load resource: net::ERR_PROXY_CONNECTION_FAILED

Is there something blocked or a firewall to prevent us installing WP plugins?

You have a proxy server configured on the network, that blocks connections from wordpress.org. Try uploading files using FTP. You can use the instructions on this link and the FTP connection support on this link.
