You can try w3layouts.com and choose one of templates, modify it, download it, and upload it to your site via FTP.
We don’t have an official drag and drop builder at this time. If you really want to, you could try the Kopage builder at http://mysitebuilder.org/kopage.php, but know that this builder is quite broken, so use it at your own risk.
