Try to connect to 185.27.134.11 with the same FTP client and see if it works? If it doesn’t then can you check for any block on the firewall or the network configuration?
That’s not the IP address which ftpupload.net points to. Your DNS resolver is trying to make you connect to your own computer as the FTP server.
