The site builder was disabled a long time ago Iā€™m afraid, due to many problems with it. You could download and use an offline site builder, such as Google Web Design (which is free).

If you really, really want to use the Kopage site builder, you can install it through here: http://mysitebuilder.org/kopage.php

However, keep in mind that there is a reason we have hidden all the links and buttons: the site builder is working very poorly with many hard to explain and impossible to debug issues. So use it entirely at your own risk.
