How to make a top navbar

Hello! I really wanna make a stylish website for my visitors, and I would love to know how to make a top bar, just like here:

This is discourse a forum software, there are many free tools like Bootstrap of whom have these kind of tools, there are also paid visual builders to make websites with bootstrap.

Basically, use the free bootstrap.
