This forum uses discourse, to use it you’ve to install it on your own server or vps as it requires ruby and high server power usage. For a cheaper alternative you’ve to use flarum but you’ve to prepare and install it on your own device before using on any free hosting if you don’t want to cost too much.

Because you don’t have the moderator plugin with it

Then use any other forum apps which cannot be used on WordPress. Finding such forum WordPress plugins would be costly
