InfinityFree is not using cPanel; the panel here is a custom made panel called VistaPanel (vPanel) which simply has the PapaerLantern theme installed.
If you really do need latest cPanel, you can get it from premium hosting, here is a demo:

As what @ChrisPAR said, IF is not using the Industry Standard cPanel, they are using a custom built made by iFastNet.
Also did you notice that there are less options and the options there you see on vPanel are enough to power a Personal or A small Business site.
If you are confused why there is a cPanel footer at the bottom, then don’t be, it’s just there because they are using the paper lantern theme of cPanel.
The Control Panel you ate using right now is the latest vPanel version.
