Yes, mail() is blocked here, please use a smtp server with PHPMailer in your code.

I use Mailazy, it has a free plan. You can also use SendGrid, SendInBlue.

You can connect to a MySQL database hosted elsewhere from your website hosted here.

However, please do keep in mind that database connections are quite sensitive to latency. Our databases servers are located very close to the websites, which means connections are very fast. If you use a database hosted elsewhere, latency will be much higher, which will likely hurt the performance of your site.
