If I upgrade my account to starter premium. Will it affect my account and how will transfer all my file to premium. My client’s site was suspended for the limit hit for 24hr for active. The site apexlinkcourier.

No, it wouldn’t affect the account. You can transfer the files by asking them via a ticket; they can do it even if the account was suspended. I don’t know about ApexLinkCourier, but it may be supported on it.
You can register an account on their support system and create a ticket from there with the instructions on here.
