Unable to open sites or access file manager

I either get this or
“This site can’t be reached
X took too long to respond.”
on all of my accounts, trying to access the file manager I get
"Unable to connect to FTP server 185.27.134.11 on port 21.

Are you sure this is the address of the FTP server? This is often different from that of the HTTP (web) server. Please contact your ISP helpdesk or system administrator for help."
and on FileZilla I get “Response: 421 2900 users (the maximum) are already logged in, sorry”

Don’t know if this is relevant but one of my other accounts got frozen for inactivity and I reactivated it and then set it up for deletion.
Any help will be appreciated thank you!

Yeah it’s got to be maintenance because at first I was getting 404 errors when the FM tried to load and now I’m getting ftp server address and port errors. It was all working fine till about an hour ago

It’s all working fine now for me, it’s back.
