Users can not upload music

My website https://mvakamusic.ml IP address 185.27.134.206 users can not upload music, and once a new user sign up when he/she is upload first image or music website is supposed to create folder for s/he and do indexing

But not it is not possible

Can you please explain the issue in a bit more detail. What is not possible and what do you see? Do you get any error messages?
