The IP is still down, but if you have a copy of all the files you can delete the domain from the old account, and create a new one on a different IP address.

What are you trying to show here? If you want the domain deleted, you have to delete the domain from the control panel.

Let’s not keep two topics about deleting a domain, shall we? There is no point in asking the same question in two topics about how to do the exact same thing with two different domains.
