What time of day does this counter reset? And in what timezone?
And additional question, for security purposes, I want to store my website’s backend 1 level above the public-accessible folder which is htdocs but I can’t create a directory there. What is up with that behavior?

All the files can be used and created only in htdocs folders, you can’t so it outside on free hosting plan.
About limits: I don’t know, but I can tell it’s not live counter and updating it takes a while too
The counter resets every 24 hours. I don’t know the exact heuristics of the timer, but I think it varies depending on per account. You may be able to tell approximately when it happens for your accounts by checking the counter various times per day.
