Why my subdomain is not cloudflare-enabled?

I have created a subdomain : bbs.hkacg.net
But it does not have cloudflare acceleration even I have enable cloudflare on control panel

also I am unable to delete cname records

You have to create a cname record named bbs with value of your account IP through CF dashboard.

Also, our Cloudflare integration affects subdomains and MX records. I suggest you to disable the integration, sign up for Cloudflare directly and add it from there, even though you will have to manage the future DNS records through their dashboard.
