Every time I’ve installed WordPress the admin link does not work and the site still has the welcome page.
It’d help to know your domain to check.

do a clean installation of wordpress
It is due to an error wordpress installation or corrupted installation. Kindly remove the wordpress and reinstall it again to your domain.
