It’s because im limited to download the plugin, this plugin is required for my theme. is it possible u can increase the rate just for this one plugin?

Can you try to extract its zip file on the computer and upload the extracted folder with an FTP client on htdocs/wp-content/plugins?
No, we’re not going to make exceptions for individual files, as it would take an enormous amount of effort to either whitelist individual files for individual people, or maintain whitelist with every legitimate file which is larger than 10 MB.
Instead, there are usually workarounds you can do. Like this one for WordPress plugins: Managing Plugins « WordPress Codex
