Start by disabling Cloudflare. Cloudflare can be useful if everything is working well, but is another moving part which can cause trouble if there is a configuration issue. Disabling it rules out a number of possibilities for issues.

i have tried sslforfree.com but they give me the option to make folders .well-known and acme-challenge but in my file mennager have no public html so i make in htdocs and i upload the files the 2 files in acme-challenge folder then check the link but the link is opening my website means not working so tell me these correct step to do.

Didn’t I already provided an answer to you above?
You can’t get free ssl from Let’s Encrypt here since its blocked by the security system, you can use Cloudflare to get free ssl instead.

Sign Up for Cloudflare
Transfer your domain to Cloudflare by changing nameservers (Your Site will not affected)

OR:

You can use the CloudFlare integration on cPanel
GENERAL STEPS:

  1. Go to the Crypto Section of your Dashboard then go to SSL
  2. Select Flexible SSL if your hosting provider does not have an SSL already installed or Full if your provider has a certificate installed. For InfinityFree select Full SSL.
  3. Congratulations! You now have installed free SSL! Keep in Mind that it might take a few hours for the certificate to install.

No, a properly configured WordPress installation doesn’t need any third party plugins to use HTTPS URLs.
