or if it is a new user but then the message is different.

Seems like you’ve been DDOSed again, your site is suspended by your other hosting provider. You should use Logflare. You can see what country the hits are coming from and block that country.

TOR is handled by Cloudflare
In the place where you ban the country, you have the option also for TOR

for VPN you have to do whois (in some smart place) and see if
there is a VPN service listed
but in general they often fall under hosting
