Are you still experiencing this problem? We had a system-wide issue with FTP a day or two ago, but it seemed it was working fine for most of the users again.
For the past few days we have had some system-wide issues with login and FTP, but this is mostly happening because some parts of our infrastructure and not fully our own and are not under our own full control and instead are powered by other services. This usually indicates that the other service is migrating or making other changes.
