I understand if it gets rate limited (which is a different situation than described in the error message) due to this, but the error message is about PHP processes and images are not PHP files, so accessing images should not run any new PHP process? Am I wrong?

No, these are actually the same. The error is about too many Apache processes being used. Every request to your site creates/uses an Apache process to load the file from your account.

It used to be that these errors were generally caused by PHP scripts. But in the last few months some changes have been made so it also functions as a rate limiter. So I think I need to update our article needs to reflect this.

And you need to figure out a way to have your albums without loading 100+ images the moment the page is opened.
