To send a private message to a specific person on this forum, click on the profile of the person you want to message and click on “Message”.

theres no message button
The Message button can be found easily by clicking a profile picture of the person you want to message, otherwise go to his/her/their profile page and find it there. Also you should be at least of trust level 1 (as known as Basic) to private message someone.
I think he is TL0
and therefore he is not allowed to send private messages
