I will create an order field on my site with PHP, the order received will be recorded in the order.php file. I will do this in PHP using fwrite,fread . So is this infinty free legal, so can I suspend?
This is completely legal. If you are wondering about the leagl-ness of anything, be sure to consult the TOS.

Yes, it’s completely legal.
However, if you are going to let users submit data which will be written to PHP files, you have to be EXTREMELY careful to make sure that it’s ABSOLUTELY IMPOSSIBLE for people to submit code that can be executed. Because if not, you’re just creating a convenient remote code execution endpoint, which is generally considered to be one of the most severe security vulnerabilities.
