I’m not familiar with Roblox and the site is very vague about what their service is (the only thing I can make out is “gaming network”). What kind of interactions specifically is the site going to offer?
Rule of thumb: community websites are OK, as long as they don’t require remote API / app access (since it’s blocked) or contain chat apps which continuously hammer the servers looking for new messages.

I suppose that you only want to make the forum-like part, in which case it is completely okay. Of course trying to set-up your own game development platform wouldn’t be physically possible as it would require decided servers not just a simple webserver…
But if your planning to make a simple forum where users can create their avatars and stuff and just chat which is only based on web-side then it is okay as long as you do not hit the limits of course which could be very very possible if you will have a active user-base.
