HELLO, normaly the mod security is in the category security in cpanel, it’s not where it is please ?
The control panel offered in free hosting is VistaPanel; a custom control panel the frontend of which looks like cPanel, but it is not cPanel. As such, ModSecurity is not an offered option.
Which of its features are you looking for? We could try seeing if there are any alternatives to recommend. Or were you looking to disable it (in which case this is already completed)?

Can I ask why you are asking about this? Would you like to use it to protect your site, or is something not working for which you suspected it could be caused by mod_security?
We don’t have traditional mod_security as a feature, but we do have some other features to protect your website which, like mod_security, may also block legitimate traffic.
