Within your MySQL section it specifies some premium features for the MySQL databases such as creating new users. When you create a database within the free account, it specifies that you can’t create any functions or Stored Procedures.

Is that a feature that only comes with a premium account?

Yes, defining functions and stored procedures is not available on free hosting, however it is available on XVHOST.
