That sounds like basic HTML knowledge and not something specific to InfinityFree. You can find thousands of articles online explaining how to do that.

Using CSS files is part of HTML. Any HTML or CSS tutorial will do: How to add CSS

As long as your HTML is correct and you’re using the right URLs for the CSS files, which hosting you use doesn’t matter.
