I probably should have also mentioned, every time that PHP script gets used, it says JavaScript is required like its trying to load a page w/ JavaScript which is really weird.

As far as I understand you on this.
The php scripts need javascript to work for example you have a php that wants to call a javascript file to make your php file make mobile responsive or anything that request a js file.
