Why the app installer Softaculous cannot be accessed when I connected through VPN?
and is there a way to open it when I still connected to VPN?

Hmm, I’m not aware of any VPN blocking we do on Softaculous.
Just to help narrow down the issue, could you try to connect with another VPN and see if that works?
I also checked the website of Psiphon, and it doesn’t look entirely like a traditional VPN provider. They claim to use SSH tunnels by default instead of an actual VPN, which might not work with custom ports (Softaculous is only available on the custom port 2082).
