Am I unable to download the back up file of my website, so it is 510mb and it starts downloading but cuts of at 9.6mb every time.
Please let me know what I can do
From where you took a backup?
InfinityFree knowledge center has got an article on several backup methods that can be used to backup your website, try other ones if this one does not work after a repeated attempt.

I am taking my back up from the All in one migration plugin on wordpress,
We tried Monster FTP as well but the download does not activate.
Do you have any suggestions for me?

U can use Softaculous app installer to make full backup and download them also
Any sort of web based tool will have a very hard time to process a lot of data.
In my experience, backup plugins look easy to use, but break on all but the smallest, most simple of sites.
MonstaFTP can be used for quick edits and maybe small archives, but won’t be able to properly process a big, full website.
Making the backup through FTP, which @bbot22 also recommended, is by far the most reliable and most versatile way to create and download backups.
