Both issues are caused by website configuration, not by the hosting system. A redirect loop is not caused by your hosting account, but by your website software. CPU usage is affected by how much processing power your website software uses. In other words, I cannot guarantee either of those issues will disappear: only you can do that!
But a plain WordPress installation should not cause redirect loops or high CPU usage, so I think removing the bad redirects from Cloudflare should solve this. But again: this is your website’s problem, I cannot promise anything.
