This IP address doesn’t exist. Or at least there are no accounts using it.
Digging through the MonstaFTP source code tells me that this error message is generated when the FTP server responds with error code 552, which is the code for “quota exceeded”. That’s either the inode usage or disk usage (using more than 5 GB storage).
It’s possible that either the FTP server or control panel is working with outdated information.
